V3.2.1 release

[Corrects the following bugs]
  • Tag jump was not available from XML Parser GUI to the correct position in XML Editor windows.
  • Some characters which are added to Shift_JIS was missed when the file encoded by Unicode was saved as Shift_JIS. As this was correct but inconvenient, V3.2.1 treats Shift_JIS as Windows31J.
  • There was a invalid error message.
  • The file encoded by ASCII was occasionally mis-identified to ISO-2022-JP.
