Q.	I specified writing-mode="tb-rl" for fo:block, but it doesn't become effective. Why? [No.2004121001]
A.	You cannot specify the "writing-mode" property for fo:block. the W3C Recommendation for XSL-FO says the "writing-mode" property applies only to the following formatting objects. 7.27.7 "writing-mode" fo:simple-page-master fo:region-* fo:table fo:block-container fo:inline-container
