It is described in 7.28.3 "border-collapse" of the XSL-FO specification as follows. 7.28.3 "border-collapse" XSL adds the following value with the following meaning: collapse-with-precedence The value "collapse-with-precedence" selects the collapsing borders model and the use of the border precedence properties for conflict resolution. border-xxxx-precedence works only when `border-collapse="collapse-with-precedence"`is specified.
